Zordon is the mentor of the Turbo Rangers that assigns the Turbo Rangers the mission to travel to Muranthias to prevent Divatox from freeing Maligore. He also recruits Justin Stewart to replace Rocky DeSantos as the Blue Turbo Ranger.
Alpha 5

Alpha 5 is the robotic assistant of Zordon that assists the Power Rangers in creating their new powers. He is also a friend of the Liarian, Lerigot and is able to translate his language in order to inform everyone of his current situation.
Lerigot

Lerigot is a Liarian Wizard that flee his planet, Liaria that travels to Earth to escape Divatox’s forces from kidnapping him so that they may use him to free Maligore. He eventually does willingly offer up his services after it is revealed that Divatox succeeded in kidnapping his wife and child.
Yara

Yara is a Liarian and the wife of Lerigot that was captured by Divatox in order to get Lerigot to aid her in getting safely through to the Island Of Muranthias.
Jason Lee Scott
Played By: Austin St. John
Jason Lee Scott is the former Red Ranger & Gold Zeo Ranger that would travel to Angel Grove with Kimberly Hart, the former Pink Ranger to surprise his former teammates to help with the Children’s Shelter. He is captured alongside Kimberly while Scuba Diving and is used by Divatox as a sacrifice to Maligore. He is possessed temporarily and fights Tommy Oliver, Red Turbo Ranger until he is purified by Lerigot & Yara. After returning to Angel Grove, he replaces Rocky DeSantos in a Martial Arts Competition to raise money for the Children’s Shelter.
Kimberly Hart

Kimberly Hart is the former Pink Ranger that travels to Angel Grove with Jason Lee Scott, the former Red Ranger & Gold Zeo Ranger to surprise her former teammates to help with the Children’s Shelter. She is captured alongside Jason while Scuba Diving and is used by Divatox as a sacrifice to Maligore. She is possessed temporarily and fights the Turbo Rangers until she is purified by Lerigot & Yara. After returning to Angel Grove, she is seen in the audience of the Martial Arts Competition to raise money for the Children’s Shelter.
Rocky DeSantos
Played By: Steve Cardenas
Rocky DeSantos was the former Blue Zeo Ranger that passed on becoming the Blue Turbo Ranger after receiving a back injury while training for the Martial Arts Competition.
Angel Grove Residents
Bulk & Skull
Played By: Paul Schrier & Jason Narvy
Bulk & Skull were captured by Elgar to be the sacrifices to Maligore but Divatox found them to be unworthy to her betrothed and were thrown into the bilge. To be less of a hassle, both their brains were altered, which caused them to act differently.
Jerome Stone
Played By: Gregg Bullock
Jerome Stone is rehired by the Angel Grove Police Department and gives Bulk & Skull the task of guarding the International Dance-A-Thon.
