Ever since Bulk & Skull first walked into the Youth Center in “Day Of The Dumpster”, comic relief characters have been an integral part of the Power Rangers franchise.

Comic Relief

Seasons: Mighty Morphin’ Power Rangers, Mighty Morphin’ Alien Rangers, Power Rangers Zeo, Power Rangers Turbo, Power Rangers In Space & Power Rangers Wild Force
Bulk & Skull are two residents of Angel Grove that go through many changes throughout their life. They are first introduced as bullies at Angel Grove High School, harassing the Mighty Morphin’ Power Rangers in their civilian lives. The two aspire to find out the identity of the Mighty Morphin’ Power Rangers for a while, using different gadgets and traps to figure them out, succeeding one but end up getting their memories erased. After giving up on finding out the identities of the Power Rangers, the two join the Angel Grove Junior Police Patrol and are given missions by Lieutenant Jerome Stone until he is fired from Angel Grove Police Patrol, where the two join him at his Detective Agency. They later rejoin the Junior Police Patrol for a short time until they are turned into monkeys by Elgar, where the two are adopted by Jerome Stone and attempt to tell people they’re Bulk & Skull. They return to their human forms when they are exposed to the residue from one of Divatox’s Torpedoes and after turning invisible for a short time, perform Odd Jobs around Angel Grove, including a Monster Tour. That is until they witness the Dark Fortress in the night sky and become assistants to Professor Phenomenus, attempting to hunt aliens and aid in his experiments. The two have their most noble moment when Astronema invades Earth, standing up to force and fighting her army with the Space Rangers. Bulk & Skull are separated when Bulk leave Earth to living on the space colony, Terra Venture until Bulk somehow returns to Earth and reunited with Skull to open up a beach resort named Bulkmeiers.
Professor Phenomenus

Season: Power Rangers In Space
Professor Phenomenus is an extraterrestrial scientist that desires to prove the existence of alien life and hire Bulk & Skull as his assistants. He is also responsible for creating dangerous experiments Astronema attempted to use, including an explosive liquid and a ray that turns technology evil. He is among the civilians to stand up to Astronema’s forces when she threatens to destroy the Earth and exclaims that he was the Red Ranger.
Bulk & Professor Phenomenus

Season: Power Rangers Lost Galaxy
Bulk & Professor Phenomenus are two extraterrestrial scientists that leave Earth after securing jobs on Terra Venture as members of GSA’s Science Division. However, they lose these jobs and find employment at the Comet Café. They are later seen fleeing Terra Venture after it collides with Mirinoi’s Moon and take up residence on Mirinoi.
Cassidy Cornell
Played By: Katrina Devine
Season: Power Rangers Dino Thunder
Cassidy Cornell is a student at Reefside High School and aspires to be a famous journalist. She attempts to achieve these dreams by applying for a job at the Channel 6 New Station, where its media directors offers her one if she could find the identity of the Dino Rangers and specifically attempts to find the identity of the White Dino Ranger for a short time. She also has other romantic interests, dating Ethan James for a short time before breaking up with him after learning the two have very little in common. Cassidy eventually finds out the identify of the Dino Rangers thanks to her cameraman, Devin Del Valle recording them but decides to keep it secret in order to prevent their lives from being ruined by constant harassment. She then goes to the Senior Prom with Devin Del Valle.
Devin Del Valle

Season: Power Rangers Dino Thunder
Devin Del Valle is a student at Reefside High School and Cassidy Cornell’s cameraman. He is also talented gamer, being able to beat Ethan James in a gaming tournament. Devin secretly gets an internship at Channel 6, specifically on the Funky Fisherman’s Cartoon Cavalcade, keeping it secret form Cassidy Cornell fearing she’s be jealous. He eventually discovers the identity of the Dino Rangers, recording them morphing and presents it to Cassidy but persuades her not to release it to the public and the two ends up going to the Senior Prom together.
Boom
Played By: Kelson Henderson
Season: Power Rangers SPD
Boom originally enrolls in Space Patrol Delta to become an SPD Cadet but flunks out after a few days. He is taken pity on by Katherine Manx, the technical advisor of SPD and is hired to be her assistant and chief gadget tester. He keeps him flunking out of SPD from his parents, telling them that he is the Orange SPD Ranger & leader of the A-Squad. He attempts to prove this to his parent by talking the B-Squad Rangers into helping him and dressing up as a Power Rangers during an alien attack. He later admits the truth to his parents, telling Boom they’re proud of him regardless of where he works. During the Troobian Empire’s final invasion of Earth, he convinces the rest of SPD to fight the Troobian Empire and protect the Earth while the B-Squad Ranger & Commander Cruger were captured by Emperor Gruumm. After SPD is successful in defeating the Troobian Empire, he continues his role in SPD.
Piggy
Played By: Barnie Duncan
Seasons: Power Rangers SPD & Power Rangers Mystic Force
Piggy is a poor alien living on Earth, being an informant to SPD, Emperor Gruumm, Broodwing and various alien criminals in exchange for various garbage. He is also responsible in obtaining the Proton Accelerator for Emperor Gruumm so that he could travel to Earth. Piggy eventually wins the lottery after finding a winning lottery ticket and opens up a food truck named Piggy’s Café, that is patron to various alien criminals. Piggy teams up with two of these alien criminals in order to obtain SWAT Mode from SPD and succeeds, but is betrayed by them. He is be able to reobtain this technology however, giving a copy to both Emperor Gruumm & Broodwing. Piggy has a change of heart after betraying the B-Squad Rangers after he leads them into a trap that has them being captured by Emperor Gruumm and assists SPD in the final battle against the Troobian Empire. After SPD successfully brings down the Troobian Empire, he goes into business with Jack Landors & Ally Samuels, giving clean clothes to the homeless.
Clare
Played By: Antonia Prebble
Season: Power Rangers Mystic Force
Clare is an apprentice sorceress training at Root Core and the niece of Udonna, the White Mystic Ranger. Clare often messes up whenever she uses magic, either it being a spell backfiring or a potion she concocts not working the way she intended. Clare is eventually revealed to be the daughter of Niella, the Gatekeeper Of The Underworld and takes up that role and her powers after Udonna is captured by Koragg. She loses these powers however after using up the rest of the Gatekeeper magic to summon Catastros. After Leanbow disappears after sealing Octomus, she travels with Udonna to find him until Udonna is captured by Hekatoid, teaming up with Phineas & Leelee to rescue her. She is eventually made a full sorceress by Mystic Mother during the final battle with Octomus.
Phineas

Season: Power Rangers Mystic Force
Phineas is a troll/goblin hybrid called a Troblin that lives in The Woods. He often comes in contact with the Mystic Rangers and assists them if they need assistance. It is later be revealed that Phineas was responsible for bringing Bowen, the son of Udonna & Leanbow, who is later revealed to be Nick Russell, the Red Mystic Ranger to the Human World during The Great Battle. When attempting to rescue Udonna from Hekatoid, he develops feelings for Leelee, the daughter of Necrolai and the two begin a relationship while working at the Rock Porium. During the final battle against Octomus, he wrangles up the people of The Woods in order to contribute their magic to the Mystic Rangers so they could defeat Octomus.
Fran

Season: Power Rangers Jungle Fury
Fran was a regular customer of Jungle Karma Pizza that is hired by RJ around the same time as the Jungle Fury Rangers. She often takes over running Jungle Karma Pizza by herself, to her frustration, not knowing the Jungle Fury Rangers identities until she witnesses them morphing and fighting on RJ’s tv display. She gets close to Dominic Hargan, the Rhino Ranger when he comes to Ocean Bluff and travels the world with him after the Jungle Fury Rangers defeat Dai Shi.
Farkas “Bulk” Bulkmeier

Seasons: Power Rangers Samurai & Power Rangers Super Samurai
Bulk is the former bully, junior police officer, detective, monkey, extraterrestrial scientist, space traveler and bar owner that quits his job running Bulkmeier’s and moves to Panorama City with aspirations to become a samurai, opening up a dojo in someone’s garage. He trains Spike Skullovitch, the son of his best friend, Skull the ways of the samurai, which usually ends with disastrous results. After deeming himself and Spike true samurai’s after plugging up a hole emitting energy with a giant gum ball, he reunites with his best friend, Skull before the two return home.

Spike is the son of Skull Skullovitch that travels to Panorama City to live with his father’s best friend, Bulk to train in the ways of the samurai, which usually ends with disastrous results. He develops a crush on the Pink Samurai Ranger & Mia Watanabe, not knowing the two were the same person. After Bulk deems himself and Spike true samurai’s after plugging up a hole emitting energy with a giant gum ball, he is picked up by his father, Skull and returns home.
Victor Vincent

Seasons: Power Rangers Ninja Steel & Power Rangers Super Ninja Steel
Victor Vincent is a teenage athlete that attends Summer Cove High School. Victor Vincent is a narcissist, desiring to obtain fame by obtaining a fiftieth trophy and attempts to obtain one by competing in various competitions like track, tennis and weight lifting. He temporarily drops out of school and attempts to get rich quick by selling a monster repellant that smells like farts but ends up reenrolling in school after this is proven false. Victor is later used alongside Monty in attracting people to watch their antics to hypnotize them for Madame Odius to use in her army. He later figures this out and assists in evacuating the hypnotized citizens of the Warrior Dome and is be responsible for destroying Badonna & Cosmo Royale with bombs. After accomplishing this, he is given his fiftieth trophy by the Mayor of Summer Cover.
Monty

Seasons: Power Rangers Ninja Steel & Power Rangers Super Ninja Steel
Monty is a nerdy student at Summer Cove High School. Monty has a deep fondness for Victor Vincent, assisting him in all his goal and endeavors. Monty is also well-versed in technology, being able to create a mega magnet that would attract Ninja Steel that would be stolen and used by Galvanax. He temporarily drops out of school and attempts to get rich quick by selling a monster repellant that smells like his farts but reenrolls in school after this is proven false. Betty Burke is the daughter of General Burke and older sister of Ben Burke that works in various sects of Grid Battleforce. After the Beast Morphers Rangers defeat Evox once and for all, Betty searches for Scrozzle with her brother and successfully captures him after finding him in Corinth’s Sewers.

Jane Fairview

Season: Power Rangers Dino Fury & Power Rangers Cosmic Fury
Jane Fairview is the publisher of the internet media agency, BuzzBlast. Jane often creates original content for BuzzBlast and giving her employees specific assignment for BuzzBlast. and clashes with Amelia Jones, the Pink Dino Fury Ranger and a member of BuzzBlast when she wants to post supernatural content. Jane also cares deeply for her employees, defending Javi Garcia, the Black Dino Fury Ranger by showing his dad, Warden Garcia a video of his live performance after he grills him for his music aspiration. After the Dino Fury Rangers defeat Void Queen and contain all of the Sporix, Jane reveals that she is opening a BuzzBlast subsidiary in Angel Grove.
J-Borg

J-Borg is an android developed by Hartford Robotics that is used by Jane as her assistant at BuzzBlast.
Mucus

Season: Power Rangers Cosmic Fury
Mucus is a mushroom/slime-themed Sporix Beast and the last remaining free one after the Morphin’ Masters capture the remaining Sporix Beast after Zayto uses the Dino Master Saber to destroy the Nemesis Beast. She eventually reunited with Slyther and begrudgingly uses a Wish Charm to become human in order to blend into human society to start up Doctor Sly’s Magical Mushroom Circus. After meeting up with the Cosmic Fury Rangers and proving herself to be redeemed, Zayto uses his connection to the Morphin’ Grid to turn Mucus back into her Sporix Beast form, which she uses to sneak into Lord Zedd’s Fortress with Slyther, who is disguised as Squillia in order to plant a bomb on the Tricera Statue to cure Ollie Akana of his evil influence. She succeeds at this but is captured by Lord Zedd and is eventually freed after the Cosmic Fury Rangers raid Lord Zedd’s Fortress. She then hijacks a Squid Drill to assist in the final battle against Bajillia, floating in space once the Squid Drill the pilot is destroyed but is later seen at the Victory Concert on Earth.
Slyther

Slyther is last remaining Sporix Bot created by Tarrick that decides to give up his evil ways and teams up with Mucus to form Doctor Sly’s Magical Mushroom Circus. He also dons a human disguise to blend in but not well enough after Aiyon recognizes them performing in Pine Ridge. After meeting up with the Cosmic Fury Rangers, he attempts to prove his redemption by using his shapeshifting powers to disguise himself as Squillia to sneak into Lord Zedd’s fortress with Mucus in order to plant a bomb on the Tricera Statue to cure Ollie Akana of his evil influence. He succeeds at this but is captured by Lord Zedd and is eventually freed after the Cosmic Fury Rangers raid Lord Zedd’s Fortess. He then hijacks a Squid Drill to assist in the final battle against Bajillia, floating in space once the Squid Drill the pilot is destroyed but is later seen at the Victory Concert on Earth.
